That's true, there's a saying in politics: friends you can lose; enemies accumulate. She had been in power long enough that she had lost a lot of friends. Still, if the conservative MPs hadn't had the poll tax hanging over their heads--the conservatives were setting an all-time low in approval (17% iirc)--she probably would have gotten though the other issues. The problem was that she was too stubborn. This paid off for her with the Falklands and the miners, but everyone could see that there was no way that she would back down on the poll tax.
