They used it in the course of a war in which two sides are engaged in combat. China's population or military hasn't been threatened. Taiwan hasn't threatened an invasion of the mainland so that China's threat is of a first strike.

The former Soviet Union renounced first use of nuclear weapons long ago. Not sure if the current Russian government of the CIS consider that they inherited this commitment.

Also, when you have the largest population of any country, it's easy to say that. You've got lots of cannon fodder. The US does not.
