WESTBOROUGH, Mass.--(BUSINESS WIRE)--July 8, 1999--NorthEast Optic Network, Inc. (''NEON®'') (NASDAQ:NOPT - news) announces the signing of a Master Services Agreement (MSA) with Frontier Communications for lit fiber capacity in New York, Connecticut, Rhode Island, Massachusetts, New Hampshire and Maine.

The MSA provides for Frontier's open-ended acquisition of lit capacity anywhere in the NEON® footprint. The Agreement covers DS3, OC3, OC12 and OC48 service levels and will be implemented for an initial term of three years with regular renewals.

''NEON® is an outstanding network provider that shares our commitment to unparalleled network reliability and customer service,'' said Joseph P. Clayton, Frontier Chief Executive Officer. ''Through this Agreement, we will be able to provide our customers with capacity in the New England area that extends beyond the boundaries of the Frontier Optronics Network.''

NEON® Chairman and CEO, Vincent Bisceglia called the Agreement ''significant'' for both Frontier and NorthEast Optic Network. ''This Agreement allows Frontier to penetrate the Northeast market into the first, second and third tier cities, and at the same time helps NEON® fulfill its mission to provide carriers with tremendous bandwidth capacity in a region with one of the highest concentrations of communications traffic in the country. Frontier can take advantage of that capacity immediately.''

NorthEast Optic Network, Inc. is a facilities-based, ''carriers' carrier'' that provides advanced, high-bandwidth, fiber optic transmission capacity for lease to certificated carriers on the Network's interstate, intrastate and local loop facilities.
