Len, would it be right to coin "oxymoronic" to signal one or more of a class of regulatory bureaucrats (or should one accent only on the singular) who in a milieu of perpetual summer doldrums are afflicted with pride in regulatory malaise while unconfident and anemic in decision making when ruminating over a request to grant a permit for a pioneering oil play on the West Coast of Newfoundland and Labrador?
