Several "potential" reasons: a) corporate behavior is to minimize risks and anytime you implement new systems (y2k, w2k, network, websites, etc) there are risks; tendency is to minimize change in order to isolate problems particularily with so much integration and interdependencies, b) lots of money spent on y2k leaves less for new systems, c) lots of people resources devoted to y2k both for internal operations ,supply chain, and contingencies.
