Skeeter, HO HO HO I just wanted to emphasize that the $5.4 billion dollar figure is a net investment figure - computers depreciate rapidly and much of IT spending is to replace the existing stock of computers so your employees can watch their portfolios at work and post on SI or look at some of Da Grim's sites HO HO HO . Skeets, As an old bond trader friend of mine used to say, "first you name the price, then I'll name the terms. Or, first you name the terms and I'll name the price." That is basically what the govt. has done. They figured out what makes the herd stampede and just figured out something to measure that would give them that result. Reality be damned.
