From an engineer's perspective that is so funny to read! When in doubt, make sure you consult your resident "scientist"... :) The info is a typical vanilla jargon used by all large companies as their operating plan and is basic high-tech 101 release. It is, however, a little more "open" with details than most companies would admit to. The upswing is that ebay may finally be turning into a large high tech company. This may make it worthy of much of its past hype, but will also load it down with real company problems other than those as trivial as keeping a web site up or keeping their accounts straight.
