Steve, if you start with the registered agent, you should be able to get most of the documents you need as most state corporation laws require registered agents to keep such things on file.

Post an announcement here and on all the other message boards with MTEI threads. Use the investor web site. Once you get several people together, have a vote.

Then contact the transfer agent. And so on.
