The tragedy is his total lack of sound judgement.

In the passage of time this guy will be remembered as the over confident pilot who carried his wife and her sister to an entirely unnecessary death. A VFR licensed pilot with a broken foot does not take passengers up in conditions which his license did not cover; he does not take on the responsibility for their safety without filing a flight plan and with no lifevests onboard. Everything about this story comes to the same conclusion...getting into a plane with JFK at the controls on that particular night with the hazy conditions would be like accepting a ride from a drunk driver.
