I believe the opening price is determined by the MM's, based on the demand of buy-orders prior to opening.

MM usually set it low in order to reward their favored list of investor who get in at the ipo price. MM get the 7% of ofering price (mkt cap) as fee plus get the better hit in rewarding favored customers. IMO.
