Q: cost of ms employee options:

New employee options have the strike price set as the low during their first month of employeement (typically divided into 8 parts, one part vests every 6 months, starting after 1 year of employeement - ie 4.5 years to total vest).

Many people get new options in the summer, and their strike price is set as the low during August I think, not July (same vesting schedule on each year's options, total vest 4.5 years after you get the new options).
