It's all a game. Both sides know they must settle. And they will.
It's just a matter of who gets the slightly better deal. I think ATT understood this going in. They knew the Feds would put a roadblock or two in their way. Now it's the courts doing it instead which puts the Feds on ATT's side ironically. Either way I expect a settlement and new set of laws within months.
