Off topic -- Canadian Government

Just guessing here. Corel, based in Ottawa, Canada's capital, sued the Canadian government because the Civil Service had purchased Microsoft software without considering Corel's products. (Corel purchased WordPerfect a few years ago.) Corel won.

If you're really stuck, maybe you could post the links to the documents you're interested in and someone who has WordPerfect could turn it into plain text and e-mail it to you.

Cheers, PW.
