Security is only a part of the issue. In fairness, TELNET doesn't provide much in the way of security. Secure implementations aren't widely available.

I imagine my biggest point is SNMP doesn't provide a simple to use, widely available interface to the configuration of a network appliance. In this respect TELNET is a more favorable choice as its widely available, and as easy to use as a direct serial connection. I would imagine that transparent remote MAC bridges such as Wi-LAN's would find wide popularity in smaller enterprise networks, where administrators may not be experienced or knowledgeable enough, or even adequately resourced to use SNMP.
