Nextwave should be a very valuable property now. A national PCS footprint should be worth a lot more than $1 billion. Who owns Nextwave? How much does Qcom own? Could QCOM transfer the FCC settlement license to Nextwave?

ATT has painted itself into a corner with TDMA. QCOM and ATT would benefit if ATT switched to CDMA. ATT might be willing to pay up for Nextwave and run an overlapping CDMA PCS footprint.
