API Pushes for Domestic Oil Perks in Lieu of Tariffs API president ''Red'' Cavaney said smaller producers with high-cost production should get more access to federal land, royalty relief during times of low oil prices, a more ''reasonable regulatory environment,'' and more encouragement for domestic oil and gas production by reforming the tax code.
