Like I said from the beginning, the Ruskies were the key even though one liberal said Yugoslavia was out of the Russian sphere of influence.

How comforting. How nice that bloodless technocrats now run wars. Wasn't it technocrats who invented the term "collateral damage"? The generals who used to run wars called them civilian deaths.
