I do not use target prices for buy/sell.

Some general guidelines:

1. For fund switching methods, see Jack Park's Fund Switching Techniques thread.

2. In a volatile market, the top sector may become the bottom sector in one week. The reverse is also true.

3. The probability of making correct predictions is approximately 50%.

4. Watch interest rate.

5. Watch market movement. After a quick upward move the market often retrace 50%. The 50% retracement point is DJIA 10850. If DJIA drops below 10850, then it may drop further.
