Alan,

I think the key here is that the plan entitles the shareholder to buy a fraction of a "newly issued preferred stock". I assume that the preferred stock is then convertible into a fixed number of common shares. The increase from $20 to $200 probably just reflects the increase in value of ANCR's common stock in November 98(approx $3) to it's value today (approx $30)

This is my guess.
