I can see where specialized applications might want a dedicated lambda for QoS, e.g. streaming digital movies directly into theatres, but a complete end-to-end solution would be required -- NOPT's piece isn't enough, and as a "carrier's carrier" (regional at that) can't be enough to deliver the benefit and create significant competitive advantage.
