Then why does MCI/Worldcom carry contracts with this company?

"...NorthEast Optic Network provides fiber-optic transmission services in the Northeast for communications carriers such as Internet service providers, local and long-distance telephone companies, and cable TV companies. The firm's NEON system includes about 210 miles of cable in Connecticut, Maine, Massachusetts, and New Hampshire. It plans to expand the system to about 1,000 miles, connecting 540 cities in six states. In constructing the network, NorthEast Optic utilizes existing electric utility rights-of-way. The company has contracts with MCI WorldCom, Sprint, and other carriers."
