So far, I have not seen this one nailed on the head (of course, I have tried your link, but not gotten the story). It seems more a matter of innuendo than anything else, as yet. In the Rolling Stone article, there was a single source for a story that George HW had put in the fix, and nothing to suggest that George W knew of it. As Dana Carvey might say, "Not gonna do it, hafta do better..."
