Mostly all licensees accept Internet bets. Starnet as a House doesn't because they chose not to. It's at the discretion of the licensees. Mayan Casino is one of more established Starnet licensees, however, you have a choice of approximately 200 others.

Burgoo :

While I know that there are some Starnet licensees that do accept
wagers from the USA, it's important that you determine that it is
legal for you to wager on the internet from your place of residence!
I live in a place where it is legal, but there are other places in
the US where it is most definitely NOT, and you open yourself to
legal liability if you choose to wager without knowing the laws
as they apply to you.
