On a similar vein, you might find interesting the fact that there is a formal "Minutes Exchange" on which firms with excess IP communications capacity can engage in brokered-type auction transactions, similar to that for equity and financial instruments, to sell such capability to firms in need.

The exchange was set up by Jeff Pulver, who is one of the frequent contributors to SI's very active Voice-on-the-net (VON), VoIP, Internet (IP) Telephony thread.

Following is a brief description of the Min-X from its FAQ page:
