If you don't know what falling all the way up means, then an answer to your question would be meaningless.

The BOJ and FED have decided to wage war against those who would attack neo-mercantilism. The attackers are all those in the world who haven't benefited from this wealth generating system. The attackers see neo-mercantilism as a system which only benefits the privileged. Of course, this is mistaken, but it is correct up to the degree of distortion of an economy's orientation to exportation. Neo-mercantilism has created a world of vassal states dependent on the US and its money creating machinery. The dependent states have evolved to nothing more than operating depressions which would collapse without their regular injections of border filtered generated demand. The BOJ is trying to suppress the starving masses who want to steal their fair share. They will fail, but Europe will then try to steal the spotlight by selling Euros against the dollar. They like the Japanese model and want to revisit the glories of a system which almost destroyed Europe during the 17th century. Let us raise our glasses to the glory that is neo-mercantlism.
