My guess is that Greenspan is thinking about inflation, which at the moment is threatening to increase. A tax cut could increase inflationary pressures by putting more dollars in the consumers' pockets with no more goods necessarily being available to spend them on. If a tax cut means that he has to raise interest rates, any benefit will be diminished.
