CEO Dohlen stated that while Softec Systems is not open to residents of the United States, he never elaborated on whether identifiable US DNS's were effectively being blocked. I suspect this is not case and that's the reason behind the disclaimer. Gaming over the Internet is illegal only in eight or nine states so largely US bettors are not going to be a problem. Remember, Starnet is not a United States domiciled company and there's really nothing to circumvent simply reorganizing somewhere else if the heat gets applied. But for now, there are no federal laws banning Internet gambling.

The Cynthia Haines MasterCard case with Providian Bank is an isolated incident that occurs from time to time with land based casinos as well. People have been known to pull the same stunt in places like New Mexico with Indian casinos asserting the state has precedence over Indian lands. They turn out wrong every time and end up having to pay MasterCard.
