Rich,
Reg S stock deals were used by many small cash-starved companies to raise capital overseas (mainly Europe). These buyers primarily "short sell" to recover their capital and get some profit. About two years ago, there was a SEC move to reduce the number of such stock offerings. I did not see Reg S in VLNC filings. Have you? Ram
