Do you really believe Angell's objective of trashing the gold price is limited to him alone?

True the Fed cannot sell gold without Congressional approval. But the Fed and the Treasury can and do encourage other CBs to dump the yellow stuff. And lease it at absurdly low interest rates. And perhaps lease the gold in Fort Knox as well.

And who do you think is behind the campaign for IMF gold sales? Clearly the impetus comes from the US Treasury and probably some on the Fed. All to help the poor, of course!

Again I am not saying all central bankers want to trash gold. But clearly some do. Especially in the US and Britain. And the US largely dominates global finance at this time.
