Reagan was a shrewd politician, but not all that intelligent, and certainly not intellectual, I agree. I don't know how intellectual other politicians were, I've read that Kennedy used a ghost-writer for "Profiles in Courage," and that Nixon used a ghost-writer for "Six Crises." No doubt that Reagan used speech-writers, Peggy Noonan was my favorite.

But Reagan was always consistent, he was always Reagan, which is why there was the saying, "Let Reagan be Reagan." The wise-cracks about the Evil Empire, and probably most of the stuff you think of as off-the-wall, was the man himself.
