The top 5% of earners pay the majority of all income taxes. Any real tax cut, by definition, would benefit the group paying all the taxes.

So if your point is that the lower income earners would pay more tax, that is simply not correct. A tax cut simply returns a small amount of money to the individuals from whom it was taken.
