By the time he got a clear signal from the administration he had nothing left to fight with. The administration didn't make up its mind until the issue had already been settled. Military units saw which way the wind was blowing and fell all over themselves to defect; nobody likes to be on the loser's side. All of this happened before Reagan's phone call to Marcos; by the time that happened the issue was a foregone conclusion. Marcos was still hoping we would airlift him to his home turf in Ilocos, where he planned to raise an army and retake Manila, but this was lunacy and everyone knew it.
