As a matter of policy, it is often better to try to eliminate the continuation of legal privileges without seeking to undo all of the effects. Additionally, a lot of this is covered in my observation about dealing with the regimes "on the ground". Plus, we did do things like support Duarte's land reform in El Salvador. Finally, though, we disagree about the "net result of the Kirkpatrick doctrine", which would seem to me to be a crucial element in the winding down of the Cold War...
