No one thought that a collapse was imminent, not here, not there. It is only because of the fear of renewed competition, especially in the light of Reagan's commitment to SDI, that a "liberal" reformer was put forward and allowed so much latitude by the Politburo, and it was due to the connection between perestroika and glasnost, the perceived necessity of being more open for the sake of fixing socio- economic problems, that the regime collapsed. The political tide turned, and when the Politburo finally tried to rid itself of Gorbachev, Yeltsin led a popular uprising that stayed their hand...Who knows how long they might have muddled through, perhaps following the Chinese model of partial marketization with repression?...
