mention maybe the most serious aspect of the Rus nuk situition:
they more vunerable they preceive their own system, defenses and overall condition becoming, they more likely they are to change to a 'first launch' policy, if they have not already done so. Additionally, the US apparently has changed our 'launch on warning'
policy to "accept first strike before launching'.

The possible permutations here regarding these various interplays and antiicpations and counter-strategies, are endless, fascinating, and exceptionally deadly serious, resulting in mis-calculations that alone may result in a launch for defensive purposes, rather than intent to destroy the other side- this will be greatly magnified due to whatever releated y2k disruptions occur.
