Hold on here. You can too blame Reagan (at least partly) for the budget deficits run during his administration. The amounts appropriated by Congress during the Reagan/Bush era were actually slightly less than the amounts included in administration budget requests.

Furthermore, you seem to be forgetting that Congress doesn't have unlimited control of the purse strings under the Constitution. Remember the veto power?

Ah, excuse me, I watched Reagan increase defense spending to infinity without justifying an area to cut while decreasing taxes, if that is not fiscal irresponsibility nothing is, and blinded totally, you can't see it, thus you are a blind dimwit
