As per your example:

Trade date: Friday April 30, 1999
Settlement date: Wednesday May 5, 1999 (trade date plus 3 business days)

You miss the dividend regardless of it being stock or cash.

On the other hand, if you informed your broker at the time of purchase that you wanted the order executed as a "cash" trade, and you had the ability to pay the trade in full (not margin), settlement would be after the close of business on the day the trade was completed. If done this way you could get the dividend even if you were to have bought the stock during the "normal" period between trade date and settlement.
