What do I believe is a reasonable amount of planning? The Montreal Ice Storm comes to mind. It was an unexpected crisis, lasting 2 - 3 weeks in the dead of winter, over a large geographic region and affecting a large metropolitan city.

This was not a non-event. Some 20 people died, not because they froze to death, but because they brought gas powered generators into their homes and died of carbon monoxide poisoning. Pity they didn't know how to use the tools they purchased.

Did you know a lot of people don't read instruction manuals. Did you read your owners manual when you bought your automobile, computer, microwave, stove, fridge, etc....??

Funny, speaking of power outages, we are having them right now, off and on = THUNDER STORM. We will see how the power grid holds up early next year regarding Y too Kay.

Me, I'm not worried here in Canada.

Power went out briefly late this afternoon in the suburbs of NYC. When the power came back on, the sound on my computer went to volcanic levels. It was easily fixed.

If Con Edison cannot function properly right here and now, how on earth are they going to function properly come the year 2000? Or, will they function at all?
