According to the Gartner Group:

Year 2000 failures will occur in highest quantities from Q3 1999 through Q1 2001
Many companies and governments have not planned for system failures within these periods, and most are only planning to address the failures occuring within 1-4 weeks of January 1st, 2000.

The Year 2000 Information Coordination Center (ICC) will stand ready to collect information on any problems and then distribute it to the right people to coordinate a potential emergency response. The ICC also will be watching for Year 2000 problems worldwide, including any foreign system that may be tied into a U.S. computer system. The ICC will rely on the departments of State and Defense to gather information on incidents abroad. State will receive reports from its embassies and posts in more than 190 countries around the world. From the embassies, the department is asking for basic information such as the status of local power, water supply, traffic, telephone and security systems.

According to the U.S. Senate Special Committee on the Year 2000 Problem, a survey on Y2K preparedness trends among U.S. small businesses indicates that on January 1, 2000, more than one million employers will be unprepared for Y2K-related failures. The survey, third in a series commissioned by Wells Fargo and the National Federation of Independent Business (NFIB), showed that despite increasing numbers of businesses working to prepare for the millennium date change, at least 1.4 million small business owners plan to take "no action at all." The survey indicated that approximately 18 percent of the nation's 14.5 million small businesses will be directly exposed to the Y2K problem will be unprepared when January 1, 2000 arrives. The cost to regain lost
operational capability for any mission critical failure will range from $20,000 to $3.5 million, with an av-erage of 3 to 15 days necessary to regain lost functions.

According to the U.S. Senate Report: Investigating the Impact of the Year 2000 Problem:

There are 6,000 hos-pitals, 800,000 doctors and 50,000 nursing homes, as well as hundreds of biomedical equipment manufac-turers and suppliers of blood, drugs, linens and bandages—and health care insurers—that may be unpre-pared for the year 2000. According to a report by the Gartner Group, 64% of hospitals—primarily smaller hospitals—have no plans to test their Y2K remediation efforts. In addition, 90% of physicians' offices are unaware of their Y2K exposure.

The nation's electric power industry comprises 3,200 independent utili-ties. Overall remediation of the electric power industry is slow. Ac-cording to NERC, only about 50% of the utilities had completed Y2K re-mediation as of December 1998. Of greatest concern are approximately 1,000 small, rural electric utilities that may not have the resources to devote to Y2K compli-ance.
