I've read similar things before, Michelle. The author does not conclude, as you know, that Japan was provoked into attacking Pearl Harbor, but rather that there was no rational reason for them to do so. They had plenty yet to "accomplish" in the Far East, and drawing America into the War on 12/7/41 furthered no conceivable Japanese goal. That oil was embargoed or that Japanese assets in the U.S. were frozen was frustrating for the Japanese war machine to be sure, but certainly their worst conceivable move was to bomb Pearl Harbor. Certainly nothing done in the U.S. by Dean Acheson or FDR can be said to be provocation to War, unless FDR or Acheson had some advance intelligence that the Japanese leadership was not only vicious, but also insane.
