In times past, writers used a small letter beginning the name of a people to denote the population of a country differing from the official party line of a country noted by a cap. letter as in: russian / Russian.

that is very interesting, I've often looked in awe as some science disciplines are more exacting or harder science than others and can lend themselves with more ease to become vehicles of political correctness or spin. Good examples of this might be Chemistry Vs say Game and Wildlife Management. Far harder to put a spin on a chemical reaction?

Of this current Chi-Comm related treason / spying, does it simply scare everyone?
