I bet ole Panbanisha has an internet connection, an SI account and a deep abiding interest in the price of gold.

That could explain a few of the posts here.

Then again, he could just apply on-line to work at the Department of Energy, or perhaps run for office.

Oh well, maybe "damaged goods" were sold, after all.

Maybe the sellers believe that the buyers would never be smart enough to figure how to use it effectively, fix it or improve upon it.

Maybe Uncle Sam deliberately wants the ex-Soviets to realise that there is a potential threat on their doorsteps!

Some oriental friends of mine believe it is Karma or poetic justice that those "slitty-eyed" commies (Prince Philip's jocular term) could now "steal" vital secrets (or "shortcuts" to success) from the West. They reminded me that, in centuries past, western peoples had stolen much from eastern countries and exploited them big time!!! as if it was their God-given right to do so. Is it really payback time, I wonder?
