I suspect that the use of the Beltway as a symbol actually began the other way, I think the policy wonks all live inside the Beltway, and sneer at the rest of the world that don't "understand what's good for them," because "they are from the government and they are here to help us" (Heaven help us!). And now those who are the victims of government regulation return the favor by sneering at those who live inside the Beltway as know-nothing busybodies. But the great swamp is, of course, Foggy Bottom, formerly an actual swamp and now home of many a well-heeled policy wonk.
