What about the school system? The kids in D.C. proper don't do as well on standardized tests on the average compared to the rest of the country - you know as well as I do that this is due to the fact that the majority of the kids come from lower socio-economic backgrounds. How is social class the government's fault? You might find this link interesting.

As for the budget, what about the budget? The biggest employer in D.C., the federal government, doesn't pay tax. How do you blame that on the D.C. government?

I would say that most, if not all, of D.C.'s social woes could be laid at the doorstep of "white flight" from integration, and middle class "flight" to outer suburbia - not unique to D.C. by any means.
