I haven't read the fed charter (I try to avoid self flagellation<<gg>>), but the original fed charter would be modified by any legislation passed at a later date. The Humphrey Hawkins act of 1978 is called "The Full Employment and Balanced Growth Act of 1978" and at federalreserve.gov it is stated that monetary policy is the tool, the goal is to "promote effectively the goals of maximum employment, stable prices, and moderate long term interest rates" In any case I would be surprised if Greenspan did anything very dramatic. He tends to follow markets, and when he does lead it's usually with considerable caution. FWIW
