Well, that is pretty much true, if only as a result of setting up a big political competition for resources. Liberals talk as if the market is only competitive, when, of course, without substantial elements of cooperation, there is not a market, only banditry. Not only are there contracts, but I have seen that people are reluctant to change vendors when they have had a long- standing business relationship, unless the new deal on offer is fabulous, and even then it is usually done with regret. I have seen restaurants engage in an informal barter system, where they help each other cover shortfalls in inventory, in a kind of "favor bank" arrangement. I have seen vendors afford special breaks for long- time customers without any obvious expectation of benefit, merely because they feel there to be a relationship...On the other hand, despite political cooperation on some issues, the existence of a trough with limited resources means, inevitably, that there is a kind of competition among interest groups, and it can sometimes get out of hand. To some extent, the Democrats have profited by shaking everyone down...
