From your response, can we assume that Visio is selling a lot of product through this tax loophole?

This doesn't have anything to do with Visio. It relates to companies using tax HAVENS (meaning tax sheltered countries) to distribute goods. That is different than companies entering countries like Ireland, which offer tax breaks or incentives for companies that set up shop and manufacture in those countries.
