Woody,

Put PVI and NVI in the same pane. As the PVI moves up and the NVI moves down, they will cross. The PVI will have an initial uptrend going into the cross. When an acceleration hits the PVI after the cross with support from other long term technicals (233, 21, 34 stoch...34 dRSI, etc), that's a PVI buy signal.
There are also cases where the PVI and NVI both run up together. That is usually an indication of a strong, long term trend.
