....what about during periods when there is no rainfull?
....what about the millions who will not or will not be able to trap rainwater, or in sufficient quantity?
....a very large % of people do NOT live close enough to streams or lakes...you mentioned walking distance..now, calculate how close you would have to be to easily enough carry x gallons of water, assuming you had a sufficient and easy-carryable container....and remember, this trek may have to be repeated virtually daily-remember the rule of thumb, 2 gallons per day per family member!
...what if there is city-wide unrest at least during some of that time? Or Martial law where troops have itchy-fingers on their guns?
....what if due to embedded systems failures, chemicals are dumped, and end up in these watering holes, at any time?

....how clean is the water in any given stream or lake? being a canuk, you probably aren't even aware that close to 45% of our water is not safe or borderline..

....expect waste water/sewage systems to malfunction and toilets not run, for some period of time...based on articles I've read, it is similiar to electricity, they WILL malfunction broadly....now, contemplate what many people living closest to lakes, ponds, and streams will substitute for toilets?

there are other possible dangers also.

Why would gang members or others go out of their way to go to streams or whatever, take any of the above risks, when they go to homes and at gunpoint simply take home sparklet's or other more conveniently pre-stored water, as well as others' filter systems, etc.?

you are not thinking as one would who is in danger of dying in hours or a day or two unless he gets water, who is focused on getting his survival juice as simply, easily and quickly as possible! Crooks don't think about doing manual labor themselves; they think about using a gun to obtain what they need at any given time.
