Franklin Completes Initial Installation for Star Network

Agreement Reached for Franklin to Provide Turnkey Solutions

Westlake Village, CA, July 26, 1999-- Franklin Telecom (AMEX: FCM) announced today that the first installation of a previously announced IP Telephony Network (see Franklin Telecom Tempest DVG's to Span the Globe-5/26/99) has been completed and the second installation is underway.

The customer purchasing the system is Star Network & Telecommunications which is currently establishing offices in several parts of the world, including a U.S. headquarters based in Cypress, California. The home node for the IP network has now been installed at FNet's Operations Center in Westlake Village, California. An installation in São Paulo, Brazil, is projected to be completed before the end of July. In addition to the previously announced locations in the Ivory Coast, Azerbaijan and China, an additional site is now scheduled for Paraguay.

Star Network is purchasing Tempest® System products and will own the equipment within each country. Off-net minutes will run through Franklin's Westlake Village switch, thereby making it possible for Star Network's customers to connect throughout the world from the outset.

Following completion of the first installation, the agreement between Franklin and Star Network was broadened to include all design, manufacturing, installation, maintenance and management of the network, making Star Network Franklin's second complete Turnkey customer.

Frank Peters, Franklin's Chairman commented, "I am particularly pleased with this announcement for a couple of reasons. First, this is a solid customer for our hardware with strong projected growth over the next 24-36 months. Secondly, with our penetration into each new country, the minutes running through our FNet network are growing exponentially."

Together with Ronald Weaver, our VP of Worldwide Sales, Peter has established a blueprint that allows us to proceed aggressively with the expansion of our global IP network."
